If your Play console account is eligible to create a Production release directly ,Please follow steps mentions in this article.
Step 1 - Login to your play console account and open the newly created app which is inDRaft state currently. Now select Production from the left navigation menu.
Navigate to the 'Countries/Regions' section in the tabs and carefully choose the specific countries where you intend to distribute your mobile application. Avoid selecting all countries to minimize the need to comply with the Google Play policies of numerous regions, which could potentially increase the risk of app rejections.
Step 2 -Select the ‘Releases’ tab and click on ‘Create new release’ button at top right corner.
Click on ‘Continue’ as shown in below image.
Step 3 - Click on ‘Upload’ button and upload your app bundle which you must have downloaded from App Builder. Please don’t upload .apk files here.
Step 4 - The release name will be chosen automatically. Add release notes (you can edit them later too) and follow on-screen instructions to publish changes as shown in attached images.
Step 5 - Go to the Publishing overview section from the left navigation menu & send changes for review by clicking on the Send changes for review button.
Your app will be reviewed by Google. This process takes around 1-3 days. It will be available on the Play Store ONLY after a successful review. In case your app is rejected, you’ll get a rejection mail on the email ID associated with your Google developer account.
